Background Information |
| "There is an urgent need for a Chinese-specific nursing home in Victoria." The research findings, demographic statistics, real people and their families who have used our services, as well as the Government and other residential aged care providers confirm this need. To respond to th at need, however, requires leadership, courage and hard work. Mr. Fred Chuah, J.P., President of the Chinese Community Social Services Centre, took on such challenge with sheer commitment and determination. With the support of the Board of Management , staff and volunteers , he initiated the project of ‘On Luck' – the first Chinese-specific Nursing Home in the state of Victoria . His vision : “On Luck is a nursing home - set up by the community for the community – that caters for the linguistic, health, dietary, social, cultural and spiritual needs of our elderly”. In two years, the Centre has been granted Approved Provider Status in residential aged care, 60 high care places and a capital grant of $1.1 million from the Federal G overnment. Furthermore, i t has acquired a 6-acre site, negotiated a bank loan and appointed an architect. To date, the architectural design has been completed and the planning issues have been resolved with the support from the Victorian Government. ‘On Luck' Chinese Nursing Home is a non-profit high care facility that gives priority to and special assistance for people with financial hardship. Although located in Donvale, it offers 60 beds and 24 hours/day nursing care for Chinese elderly from all over Victoria . It will provide a 15-bed dementia-specific unit, services for couples , and palliative as well as respite care. ‘On Luck' Chinese Nursing Home is unique because of the linguistic and cultural appropriateness in all facets of its service , including Chinese-speaking staff, Chinese hot meals, culturally appropriate activities and facilities, and the choice of herbal and alternative medicine. We are committed to provid ing the best quality care and ultra modern facilities for our residents, and the peace of mind for their families. To finance this multi-million dollars nursing home project, the Centre has secured a capital grant from the Federal Government, used its operation surplus for land acquisition and is prepared to underwrite a substantial bank loan. In order to provide a facility of the highest standard, we now appeal to you for your involvement and support. The Centre has been endorsed by the Australian Taxation Office as a Public Benevolent Institution with Deductible Gift Recipient status. The ‘On Luck' Community Chest is set up to assist those who are financially and socially disadvantaged in the Chinese-Australian community. Any donation of $2 and above is tax deductible. Our first objective is to raise funds for the establishment of ‘On Luck' Chinese Nursing Home. On Luck' Chinese Nursing Home project has been initiated by the Centre with the blessing of all three levels of Government, Federal, State and Local. However, the success of this project will depend on the involvement and support of our Community. |
